Phione

Phione is a Water-type Pokémon, the Sea Drifter Pokémon, number 489 (#0489) in the National Pokédex. It was introduced in Generation 4 and comes from the Sinnoh region. It is 0.4 m tall and weighs 3.1 kg.
Phione is the Sea Drifter Pokémon, a tiny blue Water type that hatches from the Eggs of the Mythical Manaphy, which makes it the only Pokémon you can get by breeding a Mythical. Nobody is sure how the two are related.

Lore
Biology
Phione is 0.4 m tall and weighs 3.1 kg. It has a round blue head with a flotation sac on top, a long ribbon-like antenna, long flipper-like arms and a red gem on its chest. The Pokédex says it inflates the sac to drift across the sea in search of food.
Behaviour
Phione drifts in packs when the water is warm, and has been seen travelling with Manaphy. The Pokédex says it heads back to its birthplace, wherever its drifting has taken it. A Legends: Arceus entry guesses that its sea-blue body is a defence that helps it vanish into the water from predators.
Habitat
The Pokédex places it in warm seas. In Legends: Arceus it is at Seaside Hollow in the Cobalt Coastlands, in a set of three and then without limit once Manaphy is caught. In Scarlet and Violet it arrives by breeding Manaphy or through Pokémon HOME, and and it is not available in Legends: Z-A.
Powers
Its Ability Hydration cures a status condition after each turn in rain. It learns Bubble Beam, Whirlpool, Water Pulse, Aqua Ring and Dive. With 80 in every base stat it has no weak spot and no standout strength.
Name origin
Phione may combine Manaphy with Clione, the genus of sea slugs that float in the open sea. The Japanese name is フィオネ (Fione), which the games write Phione in Latin letters.
Design inspiration
Bulbapedia reads Phione as probably modelled on sea angels (Clione), which turn up a lot in Japanese documentaries, above all in Hokkaido, the island Sinnoh is modelled on. The Manaphy and Phione pairing may also nod to polyphenism, where one species looks different in different conditions; the Pokédex has Manaphy born in cold seas and Phione in warm ones. These are fan readings.
Evolution notes
Phione does not evolve. Pair Manaphy or a Phione with Ditto and the Egg will be a Phione, and Phione cannot turn into Manaphy or produce Eggs that hatch into one.
In the games
Phione has no story role in the main series: it is a breeding-only Pokémon, first seen in Diamond and Pearl. In Pokémon Mystery Dungeon: Explorers of Time and Darkness, a group of six Phione lives in Miracle Sea.
In the anime
Three Phione debuted in 'Hold the Phione!' as residents of Chocovine Town. One fell for Dawn's Buneary and was briefly caught by Team Rocket before it escaped.
Fun facts
- Phione's six base stats are identical to Glalie's, Bulbapedia notes.
- Official sources disagree on whether it is truly Mythical: Prima's HeartGold and SoulSilver guide says it is not Legendary because it can be hatched, and in the Bank Pokédex it is the one Mythical without a shiny background.
- Among fully evolved Mythical Pokémon, Phione alone gives 1 Effort Value when defeated instead of 3, Bulbapedia notes.
- Bulbapedia lists Phione, Nidoran male and female, Illumise and Volbeat as the only Pokémon whose Eggs can come from a parent species they never evolve from.
