Lore
Biology
Kyogre is a whale-like Pokémon, 4.5 m long and 352 kg, with a deep blue body, a white chin with two small spikes, and big pectoral fins that each carry four white square nails. Red stripes run around its chin, eyes, fins and body, and they glow when it is brimming with power. Bulbapedia says a layer of rock encases it while it sleeps, and the Red or Blue Orb can shatter that shell.
Behaviour
The Pokédex calls Kyogre the personification of the sea, and legends tell of it clashing with Groudon over the power of nature. Its rain once saved people suffering from droughts, and after the feud it went to sleep on the seabed. Bulbapedia's summary of the legend says Rayquaza ended the fight and sealed Kyogre away.
Habitat
The species data lists the sea. It is in the Cave of Origin in Sapphire and Alpha Sapphire and the Marine Cave in Emerald. In Scarlet and Violet it appears only in The Indigo Disk, after a Kyogre Treat from Snacksworth, and in Legends: Z-A it arrives by trade in the base game, while the Mega Dimension DLC adds one in Hyperspace Primordial Sea.
Powers
Kyogre's Ability Drizzle fills the sky with rain, and Bulbapedia says it was the only Pokémon that could have Drizzle before Generation V. Its signature move Origin Pulse is one no other Pokémon can learn, and it also uses Water Spout, Sheer Cold, Surf and Thunder. As Primal Kyogre it swells to 9.8 m and 430 kg with the Ability Primordial Sea, and its base Special Attack of 180 is the highest of any Water Pokémon, according to Bulbapedia. Normal Kyogre already has a base Special Attack of 150.
Name origin
Kyogre combines the Japanese 海 kai ('sea') or 海王 kaiō ('sea king') with 'ogre', and may also nod to the orca. The Japanese name is Kyogre (カイオーガ).
Design inspiration
Kyogre may personify the Earth's oceans. Its feud with Groudon echoes Leviathan and Behemoth, sea and land beasts of Hebrew legend said to fight at the end of time, and modern Hebrew uses Leviathan's name for whales, which may explain its whale and orca look. The marks on its fins resemble alpha, the first Greek letter, possibly as the opposite of Groudon's omega. These are fan readings.
In the games
Kyogre is the mascot of Pokémon Sapphire, where it first appeared and Team Aqua tries to use it to expand the sea, and Primal Kyogre is on the box of Alpha Sapphire. Primal Kyogre returns in the Alola games and in the Legends: Z-A Mega Dimension DLC.
In the anime
Kyogre's physical anime debut came in 'Gaining Groudon', followed by its showdown with Groudon in 'The Scuffle of Legends'. In 'The One That Didn't Get Away!', a poisoned Kyogre eats Lana's antidote-laced bait, and her newly evolved Primarina sings to calm it.
