Arceus has the highest base stat total of any Pokémon in its base form: 720, which is 120 in every stat. Eternatus is second with 690, and thirteen Pokémon share third place with 680.
The rankings below use base stat total (the six base stats added together) for all 1,025 species, and the last section explains why a high total doesn't always win battles.
The top 20 by base stat total
The columns after the total show HP, Attack, Defense, Special Attack, Special Defense and Speed, in that order. If you want to know how those numbers are used, see base stats explained.

Almost the whole top 20 is Legendary or Mythical. The exception is Slaking. For the difference between those two groups, see Legendary vs Mythical.
The strongest Pokémon that are not Legendary
Slaking has 670, the highest total of any Pokémon that is not Legendary, Mythical or a Mega Evolution. After it comes a block of 600s.
| # | Pokémon | Type | Total | HP/Atk/Def/SpA/SpD/Spe | Group |

"Pseudo-legendary" is a fan term (the official name is "Powerhouse Pokémon") for the 600-total Pokémon in this table that are marked in the Group column. Archaludon also has 600, but it is not counted as one. The full story is in What is a pseudo-legendary Pokémon?.
Slaking's total is huge, but its Ability, Truant, makes it skip every other turn. Regigigas also has 670, and its Ability, Slow Start, halves its Attack and Speed for five turns.
The strongest forms
Some forms beat every species on this list. Mega Evolutions (see the Mega Evolution list) and other form changes can add a lot of points.
| Form | Kind | Type | Total |
|---|---|---|---|
| Eternamax Eternatus | battle | Poison/Dragon | 1125 |
| Mega Mewtwo X | mega | Psychic/Fighting | 780 |
| Mega Mewtwo Y | mega | Psychic | 780 |
| Mega Rayquaza | mega | Dragon/Flying | 780 |
| Mega Zygarde | mega | Dragon/Ground | 778 |
| Primal Kyogre | primal | Water | 770 |
| Primal Groudon | primal | Ground/Fire | 770 |
| Ultra Necrozma | battle | Psychic/Dragon | 754 |
| Complete Zygarde | battle | Dragon/Ground | 708 |
| Mega Dragonite | mega | Dragon/Flying | 700 |

| Mega Salamence | mega | Dragon/Flying | 700 |
| Mega Metagross | mega | Steel/Psychic | 700 |
| Mega Latias | mega | Dragon/Psychic | 700 |
Eternamax Eternatus is the biggest number by far, 1,125, but it appears only in one story battle and players cannot use it. Mega Mewtwo X, Mega Mewtwo Y and Mega Rayquaza are the highest forms players can use, at 780. Primal Kyogre and Primal Groudon have 770.
The strongest of each type
The middle column is the highest total of any Pokémon of that type. The last column leaves out Legendary, Mythical, Ultra Beast and Paradox Pokémon, so it shows the strongest ordinary Pokémon in each type.

|---|---|---|
| Normal | Arceus (720) | Slaking (670) |

Dragon has nine Pokémon tied on 600 in the last column. Poison has the widest gap between the two columns: Eternatus has 690, while the strongest ordinary Poison type, Crobat, has 535.
Why base stats are not everything
A total of 720 does not mean a Pokémon wins. Several things change the result.
Abilities can undo a big number. Slaking and Regigigas are the examples above. Shedinja is the opposite case: it has a total of only 236, but its Ability, Wonder Guard, blocks every damaging move that isn't super effective. Wishiwashi has 175 in its Solo Form, but Schooling turns it into School Form, with 620, whenever its HP is 25% or higher.
Type matchups matter too, because a super-effective move can beat a much stronger Pokémon. Moves and held items decide what a Pokémon can actually do. Level, IVs, EVs and Nature change the numbers you see in battle, so two Pokémon with the same base stats do not have the same real stats.
At the bottom of the table the totals are tiny: Azurill has 190, Snom 185, Sunkern 180, Blipbug 180 and Wishiwashi 175.
