Kartana has the highest base Attack of any species: 181. The highest of any form is Mega Mewtwo X, with 190. Among Pokémon that are not Legendary, Mythical, Ultra Beast or Paradox, Rampardos leads with 165.
Every number below comes from the pokee.si Pokédex data. Across all species the average base Attack is 78, only 8 Pokémon reach 150 or more, and 60 reach 130 or more.

The lowest Attack
| Pokémon | Type | Base Attack |
|---|---|---|
| Happiny | Normal | 5 |
| Chansey | Normal | 5 |
| Blissey | Normal | 10 |
| Shuckle | Bug/Rock | 10 |
| Magikarp | Water | 10 |
Sixteen Pokémon have 20 or less. Happiny and Chansey share the bottom spot with 5.
Attack versus Special Attack
Some Pokémon are lopsided. These have the biggest gap between Attack and Sp. Atk (Special Attack), which is the stat for special moves.
| Pokémon | Attack | Sp. Atk | Gap |
|---|---|---|---|
| Kartana | 181 | 59 | 122 |
| Darmanitan | 140 | 30 | 110 |
| Stonjourner | 125 | 20 | 105 |
| Rampardos | 165 | 65 | 100 |
For these Pokémon, a physical move is the sensible choice. Check the move's category before you teach it.
Huge Power and Pure Power
Huge Power doubles the Pokémon's Attack stat, according to Bulbapedia. Pure Power does the same. The table shows the level 50 Attack with the best possible training (31 IV, 252 EV and a helpful Nature), then the doubled number.
| Pokémon | Ability | Base Attack | Lv 50 Attack (max) | With the Ability (×2) |
|---|---|---|---|---|
| Azumarill | Huge Power | 50 | 112 | 224 |
| Diggersby | Huge Power (Hidden) | 56 | 118 | 236 |
| Medicham | Pure Power | 60 | 123 | 246 |
Put next to the level 50 numbers of the top attackers, the doubled Attack of Medicham (246) is higher than a fully trained Rampardos (238) or Slaking (233), though not Kartana (256).
| Pokémon | Base Attack | Lv 50, max (31 IV, 252 EV, +Atk Nature) |
|---|---|---|
| Kartana | 181 | 256 |
| Rampardos | 165 | 238 |
| Slaking | 160 | 233 |
| Garchomp | 130 | 200 |
| Pikachu | 55 | 117 |
Azumarill, with a base Attack of only 50, reaches 224 with Huge Power, more than a fully trained Garchomp (200).
Moves and status that change the rules
Foul Play uses the target's Attack stat, not the user's, so a weak attacker can use it against a strong one. Body Press uses the user's Defense instead of Attack. And a burned Pokémon deals half damage with physical moves, per Bulbapedia, which is why a burn hurts physical attackers most (see status conditions).
Where to go next
Try Stat Duel to test your feel for the numbers, check who moves first on the speed tiers page, or read about the opposite stat in Pokémon with the highest Defense.
