Eternatus is the strongest Legendary Pokémon, with a base stat total of 690. Arceus has 720, but it is a Mythical Pokémon, not a Legendary, so it belongs on a different list.
That distinction is the part many rankings skip. The numbers below come from the pokee.si Pokédex data, which tags 71 Pokémon as Legendary. For what separates the two groups, see Legendary vs Mythical. For the whole Pokédex, including non-Legendaries, see the strongest Pokémon by base stats.
The top 25 Legendary Pokémon

Eternatus is alone on top. Right behind it sit thirteen Pokémon on exactly 680, and five more on 670. Across all 71 Legendaries the average total is 594, and 22 of them reach 660 or more. Twenty-three Legendaries have exactly 580, from the three legendary birds to the Regis, Uxie, Mesprit and Azelf.
Strongest and weakest Legendary in each generation
| Gen | Strongest Legendary | Total | Weakest Legendary | Total |
|---|---|---|---|---|
| 1 | Mewtwo | 680 | Moltres, Zapdos, Articuno | 580 |
| 2 | Lugia, Ho-Oh | 680 | Suicune, Entei, Raikou | 580 |
| 3 | Rayquaza | 680 | Registeel, Regice, Regirock | 580 |
| 4 | Dialga, Palkia, Giratina | 680 | Cresselia, Azelf, Mesprit, Uxie | 580 |
| 5 | Reshiram, Zekrom | 680 | Thundurus, Tornadus, Virizion, Terrakion, Cobalion | 580 |
| 6 | Xerneas, Yveltal | 680 | Zygarde | 600 |
| 7 | Solgaleo, Lunala | 680 | Cosmog | 200 |
| 8 | Eternatus | 690 | Kubfu | 385 |
| 9 | Koraidon, Miraidon | 670 | Terapagos | 450 |
The top barely moves: 680 in every generation from 1 to 7, then 690 in Gen 8 and 670 in Gen 9. Some paired rivals to compare: Dialga vs Palkia, Reshiram vs Zekrom, Xerneas vs Yveltal, Solgaleo vs Lunala and Koraidon vs Miraidon.
Why some Legendaries are so low
Several of the lowest Legendaries are early stages that evolve into much stronger Pokémon.
| Legendary | Type | Total | Why so low |
|---|---|---|---|
| Cosmog | Psychic | 200 | evolves into Cosmoem, then Solgaleo or Lunala |
| Kubfu | Fighting | 385 | evolves into Urshifu |
| Cosmoem | Psychic | 400 | evolves into Solgaleo or Lunala |
| Terapagos | Normal | 450 | this is its Normal Form |
| Calyrex | Psychic/Grass | 500 | – |
| Type: Null | Normal | 534 | evolves into Silvally |
Terapagos has 450 because that is the total of its Normal Form, the one in the table. Its other forms are counted separately.
The Mythical ranking
Arceus is Mythical. Behind it the group is oddly flat: 19 of the 23 Mythical Pokémon have exactly 600, and the Mythical average is 586.
| # | Mythical | Type | Total | HP/Atk/Def/SpA/SpD/Spe |
|---|---|---|---|---|
| 1 | Arceus | Normal | 720 | 120/120/120/120/120/120 |
| 2 | Mew | Psychic | 600 | 100/100/100/100/100/100 |
| 3 | Celebi | Psychic/Grass | 600 | 100/100/100/100/100/100 |
| 4 | Jirachi | Steel/Psychic | 600 | 100/100/100/100/100/100 |
| 5 | Deoxys | Psychic | 600 | 50/150/50/150/50/150 |
| 6 | Darkrai | Dark | 600 | 70/90/90/135/90/125 |
Bulbapedia lists Arceus under Mythical Pokémon, not Legendary. If you put Mewtwo against Arceus or Arceus against Eternatus, the totals favour Arceus by 30 to 40 points, but the two lists stay separate.
The strongest forms
Some forms pass every base species. The table shows Legendary and Mythical Pokémon only.
| Form | Kind | Type | Total | Normal form |
|---|---|---|---|---|
| Eternamax Eternatus | battle | Poison/Dragon | 1125 | Eternatus 690 |
| Mega Mewtwo X | mega | Psychic/Fighting | 780 | Mewtwo 680 |
| Mega Mewtwo Y | mega | Psychic | 780 | Mewtwo 680 |
| Mega Rayquaza | mega | Dragon/Flying | 780 | Rayquaza 680 |
| Mega Zygarde | mega | Dragon/Ground | 778 | Zygarde 600 |
| Primal Kyogre | primal | Water | 770 | Kyogre 670 |
| Primal Groudon | primal | Ground/Fire | 770 | Groudon 670 |
| Ultra Necrozma | battle | Psychic/Dragon | 754 | Necrozma 600 |
| Black Kyurem | forme | Dragon/Ice | 700 | Kyurem 660 |
Eternamax Eternatus is the biggest number by far, 1,125. According to Bulbapedia, you fight it at the end of Sword and Shield, and it cannot be acquired in the games. The highest forms players can use are Mega Mewtwo X, Mega Mewtwo Y and Mega Rayquaza at 780, then the Primal pair at 770. See Kyogre vs Groudon and Groudon vs Rayquaza for the Hoenn rivals.
Highest single stat among Legendaries
| Stat | Highest Legendary | Value |
|---|---|---|
| HP | Regidrago | 200 |
| Attack | Regigigas | 160 |
| Defense | Regirock | 200 |
| Sp. Atk | Mewtwo | 154 |
| Sp. Def | Regice | 200 |
| Speed | Regieleki | 200 |
Regis lead five of the six stats: Regidrago, Regigigas, Regirock, Regice and Regieleki. Mewtwo's Special Attack is the only exception. For Speed across all Pokémon, see the fastest Pokémon.
Why totals are not everything
Regigigas has the highest Attack of any Legendary, but its Ability, Slow Start, halves Attack and Speed for five turns. Zacian and Zamazenta show 660 in the table, which is their Hero forms. The Crowned forms have different numbers, and you can compare the pair in Zacian vs Zamazenta.
Typing, moves and Speed count as much as the total. Lugia vs Ho-Oh and Mewtwo vs Rayquaza both pit equal 680s against each other with very different stat shapes.
